They would likely have some way of detecting which characters do and do not have powers. I'm perfectly open to some characters not registering and keeping their powers, however, as long as it wouldn't break the plot by making the rescue too easy.

In Lola's particular case, I don't see any reason she couldn't slip under the radar and keep hers.
