Ours have ranks, yes. The purpose of ranking is to separate out ability and destructive capacity. Ideally, then, weaker heroes are not sent to combat threats that are beyond them, and because of the registration, nearby heroes can be organized by skill and compatibility.
Admittedly, it isn't a perfect system, but it has been functional.
