Option 4 - I find it kind of a hassle to write a tag and then go back like 'wait, was that over such and such words? do I need to note that somewhere?'. 1 point per tag with bonuses for clearly defined acts that promote interactivity (or other stuff that promotes a robust roleplaying environment) sounds sensible to me!
