Yes, yes he can. And he's quite good, though he's going to have to get used to using something that's not a pot over an open flame.
Link will be scarce around the commons. He'll go back there to sleep, store his equipment, basically use it as a base more than a "home." He'll be out and about in the city and take time to go back out in the abandoned parts too. He's got his paraglider, so he might even be seen gliding around from time to time. If Tim keeps odd hours, then he's likely to bump into him when he comes back to the commons to recharge.
